Does Right to Information come under the purview of Consumer Protection Act?

An important judgment by the National Consumer Disputes Redressal Commission in the case of S.P.Thirumala Rao vs Municipal Commissioner, Mysore. The main issue was whether the delay in providing the information to the applicant under the Right to Information Act was covered under the Consumer Protection Act. According to the order, the case of the applicant (in this case, Dr.S.P.Thirumala Rao) would fall within the scope of section 2(i)(o) of the Consumer Protection Act, which says service includes service of any description which is made available to the potential users, which include purveying of news or supplying of other information.
